Elections are a valuable asset to strengthen democracies. The right to vote in order to choose the leaders of a country is the cornerstone of any democracy. In order to organise reliable and transparent elections more countries are deciding to implement advanced biometric technologies into the election process. This will improve the present voter register. It can assure the uniqueness of a voter.

Biometric Voter Registration

Biometric voter registration allows every eligible voter to register with a biometric feature like fingerprints, iris and/or face. During registration the voter receives a unique ID. To ensure that every voter is only registered once on the voter list a de-duplication process is executed with a central ABIS. In this system biometric features, like fingerprints, are compared with a biometric matching engine (ABIS) to find duplicates.

The adjudication system will review every ID with multiple registrations to guarantee the “one person, one vote” principle.

Biometric Voter Verification

On election day the voter register is present in all polling stations. The biometric voter registration exercise has ensured that every person is only registered once. This process does not guarantee that the same person as registered will vote. For this reason a second biometric process can be introduced: Biometric Voter Verification.

Biometric Voter Verification requires an electronic ID solution to capture a live biometric image, like fingerprint(s), and verify this against the electronic image of this eligible person collected in the voter registration phase.
